Civil Unrest

The war between Order and Chaos has taken a heavy toll on the citizens of the capital cities. Constant assaults leave the cities in ruins, and their inhabitants either dead or in hiding. But life must go on, and the cities must rebuild knowing that the resolve of the defenders will be tested again. However, rebuilding a city is no easy task, and among the turmoil of the ruins dark shadows thrive and prey on the weak. How will you handle the growing civil unrest?

Assaults on capital cities now have a distinct visual and economical impact upon the inhabitants of the realm. City ranks once again have a meaning and defenders have greater incentive to hold back the enemy! After a city siege has ended, the contested city will have its rank lowered to 1 star.

City Ranks

  • At 5 stars a city will visually appear as its normal prosperous state, populated by cheerful residents. There will be no Realm Reconstruction Tax. The Altdorf Sewers and Sacellum Dungeons will drop three pieces of Keeper gear, and the Sentinel Dungeons will drop three pieces of Sentinel gear per boss. Vagrancy will be non-existent.
  • At 4 stars a city will bear the marks of a bygone battle – graffiti on the walls and doors from invading armies, and shattered windows. There are slightly more guards at key points around the city, nothing to draw much attention. There will be a 2% realm tax to help rebuild the city. The drop rate for Sentinel pieces will lower to 2 pieces per boss; Keeper gear will still drop at 3 per boss. Vagrancy will be at a very low rate, primarily confined to the shadier districts of the cities.
  • At 3 stars a city will bear the marks of a long-past battle – smashed doors, shattered roofs, graffiti on walls, and burned out debris. Guard presence will be slightly higher across all points of the city with less common-folk citizens wandering about. There will be a 3% realm tax to help rebuild the city. The drop rate for Keeper gear and Sentinel gear will be lowered to 2 pieces per boss. Vagrancy will be at a low rate across the entire city.
  • At 2 stars a city will bear the marks of a recent battle – wrecked houses, rubble littering the streets, the smoke of the battle still lingering in the sky, and wounded soldiers seeking solace among the ruins. Guard presence will be high with small patrols, the only citizens present in the city will be those with specific trade functions. There will be a 4% Realm Reconstruction tax to rebuild the shattered city. The drop rate for Sentinel gear will be lowered to 1 piece per boss; Keeper gear will drop at 2 pieces per boss. Vagrancy will be at a moderate rate across the entire city.
  • At 1 star a city will bear the marks of a fresh battle – ruined structures still ablaze, corpses of both man and beast lining the streets, ruined siege equipment, and a dark grim sky. The city is under Martial Law – all non-trade NPCs will be non-existent and the city will be primarily populated by guards along with large patrols seeking to maintain the peace. There will be a 5% Realm Reconstruction tax to rebuild the shattered city. The drop rate for both Sentinel and Keeper gear will be lowered to 1 piece per boss. Vagrancy will be at a high rate across the entire city.

Vagrancy

Vagrancy is the concept that the citizens of the city have been driven to crime in order to survive the harsh times. Vagrancy will be highest when the city is at the lowest rank. Vagrants come in two forms: pickpockets who will steal a bronze coin here and there as they pass by players; and thieves who lurk in damaged buildings and will attack players who pass by (a thief’s rank will be equal to the player he is attacking).

Civil Unrest Live Event

This patch is accompanied with the “Civil Unrest” Live Event.

Destruction players can journey to the Inevitable City and speak with Lycithas the Harridan Seer and Order players can journey to Altdorf and speak with Supreme Patriarch Thyrus Gormann to see how they can help root out corruption and infiltrate the enemy city.

Basic rewards for this Live Event are: The Chaos Cowl, for Order; and Emissary’s Robe, for Destruction – tools to infiltrate the enemy city! Don the garb of the enemy common-folk,  enter the enemy city via a hidden passage, and let havoc ensue!

Advanced rewards for this Live Event are: The Pure-Heart Ruby, for Order; and the Orb of the Soulless Void, for Destruction – tools to root out corruption in your city! Challenge suspicious figures around your city and expose those who seek to harm your capitol!

Elite Rewards for this Live Event are: The Royal Coronet, for Order; and Tzeentch’s Eye, for Destruction – Live Event jewelry pieces.

However, be wary! The lower your enemy’s city rank is and the higher their guard presence, the harder it will be for you to successfully infiltrate the enemy city!

Infiltration Quest

A new epic quest has been designed to coincide with the infiltration of the enemy capitol! More on the Infiltration Quest to come!

    This is a cool idea! I love the concept of infiltrating the enemy city and messing around.

    I wonder if the ability to enter the enemy city lasts beyond the event. I always thought that getting into the enemies city would be a cool idea.

      Yes it would, the Live Event would be an ‘early access’ to the concept of Infiltration. The Basic reward is the item which allows you to ‘stealth’ into the city, but the Advanced reward allows you to ‘detect’ enemy infiltrators and stop them in their mission. The potency of the infiltrator grows with each portion of the quest you complete (you would gain abilities).
